Synopsis
Mr. Lodge, delegate to the Constitutional Convention, arrives in Philadelphia with his wife and daughter. Meanwhile, Mr. Weatherbee and Professor Flutesnoot argue over Federalist views and George Washington arrives in the city.

Synopsis
Mr. Weatherbee looks for an editorial to accompany Chuck's Federalist political cartoon. Later, Archie accompanies the Lodges to the theater when a fire breaks out. Noticing the teamwork of the bucket brigade, Archie makes a comparison to the states, giving Mr. Weatherbee the basis for his editorial.

Synopsis
The Lodges leave the Cooper Inn for the Mantle estate, where Reggie and Veronica meet and Mr. Lodge and Mr. Mantle discuss the Great Compromise. Then, Convention notes are left at the inn and Reggie plans to hand them over to the Anti-Federalist Flutesnoot.

Synopsis
Reggie steals the Convention notes, but Jughead's runaway pigs allow Archie to retrieve the papers. In September, the Constitution is finished and Mr. Weatherbee's newspaper is one of the first to publish it. Professor Flutesnoot challenges the lack of a Bill of Rights and the Lodges return to Virginia.
