Jeffrey Saltarella on GCD Error Report #11076 (https://errors.comics.org/show_bug.cgi?id=11076) on March 30, 2017, suggests that possibly the splash and some of the other panels look like early Jack Kirby pencils and some of the others look like Joe Simon.
