Synopsis
Flim and Flam, too confidence men, charge Cap'n Tobey $5,000 to have Superman perform at his circus. Superman decides to actually show up. Meanwhile, a mob of gangsters decide to elect as their leader, whichever one manages to kill Superman while he's performing at the circus.
