Page four flashes back to Joe Snow's origin, which reads like a comedic version of that of Batman villain Mr. Freeze.
Good Bit: A sign on a bank reads: "Inflation Sale! Cheap Money!" 1975-1976 and thereabouts was marked by a period of inflation. This is the first of two incidental inflation gags to appear in this issue.

Good Bit: A sign at the Museum of Modern Money reads: "Pre-Inflation Pennies for Sale! Get Your 2¢ Worth!" 1975-1976 and thereabouts was marked by a period of inflation. This is the second incidental inflation gag to appear in this issue.
Another Good Bit: After initially besting Hong Kong Phooey, Pagar the Human Pogo Stick begins his bouncing getaway:
HONG KONG PHOOEY: "Look, Spot! Pagar's running away! He's afraid!"
SPOT (thinking): "Yes, he's afraid he's killed you!"
This "clueless-hero-and-silent-animal-companion-exchange" is reminiscent of (but predates) many between Groo the Wanderer and his dog Rufferto.
