The Flash investigates the activities of a research scientist named Addams, who has a theory that the human face is shaped by glandular activities of the body. Addams plots to treat people with his special formula in order to make them look like prominent men who he plans to kidnap and replace with a phony.

Jay Garrick visits Western University for Homecoming and meets with Dr. Manning, the Professor Jay did experiments for when he suffered his accident with the "hard Water" gasses. He is shocked to learn that Dr. Addams has threatened Manning with death unless he divulges the "hard water" formula.

Addams successfully kidnaps Dr. Manning and forces him to work night and day on the "hard water" formula. Deciding to take the matter one step further, Addams invites Jay Garrick, Joan Williams, Dr. French and others to his lab in Arizona, then proceeds to kill them off...one by one.

The evil Addams creates a false Flash to kill the guests in his home, realizing that the real Flash will be blamed for the horrible deeds. However, the Scarlet Speedster disposes of his counterpart and takes his place in order to be in a position to capture Addams.
