Most probably by Ernie Hart, when comparing with his signed work on "Black Fury" #2. Especially his very elaborate inking of the dog resembles the inking of his horses, with many long muscle lines. Also the human faces have much in common, and he is credited on K-9 by Jerry Bails' Who's Who.
