Synopsis:
Bud and Flipper encounter Dan on the water, who tells them to "scram." Flipper retrieves a pop can with the word "HELP" written on it. Dan is being held by bad guys on a dive! Bud and Sandy investigate, and see boxes being loaded from the boat onto a helicopter. Flipper makes the bad guys drop a box which the boys learn is full of rifles. A bad guy dives for the box, while the boys flag down their Dad's boat and tell the Coast Guard. The Coast Guard arrives and boards the boat while the boys and Flipper capture the crooks escaping on a rubber raft. [by Mike Stoeckig]

The thief captures the boys, and Flipper goes for help. The boys overpower the thief but he gets away. Mr. Merton is dazed but OK.
