Uncertainty as to who is the scriptwriter. Might be Walt Kelly, as this episode fits nicely in with the following installments, and has several Kelly characteristics. Art definitely is not by Kelly. Notes to "Our Gang, Vol. 2" (Fantagraphics 2007) shed no light on this problem.

"Happy Hound" is actually Droopy and the prisoner is the wolf who was Droopy's opponent in many of Tex Avery's MGM cartoons.
