Uncertainty as to who is the scriptwriter. Might be Walt Kelly, as this episode fits nicely in with the following installments, and has several Kelly characteristics. Art definitely is not by Kelly. Notes to "Our Gang, Vol. 2" (Fantagraphics 2007) shed no light on this problem. Arthur Jameson art credit (?) compare his work in Santa Claus Funnies #2 ("The Christmas Chimes") online at https://comicbookplus.com/?dlid=17795.

Pages 21-28 of the comic. Last panel is Statement of Ownership. Art submitted on July 31, 1943. "Happy Hound" is actually Droopy and the prisoner is the wolf who was Droopy's opponent in many of Tex Avery's MGM cartoons. Notes and synopsis by Michael Barrier from "Carl Barks and the Art of the Comic Book" (M. Lilien, 1982).
