Indicia reads "Better Publications of Canada, Ltd.," on the scanned copy on DCM and CB+. This may be the Canadian edition (on the bottom of the back page it says "printed in Canada), although on the bottom of the first story page (the "Scamper" story) there is a statement re: U.S. Post Office "Second Class Matter" registration and all of the ads have U.S. addresses.
