Pencils in doubt by Kevin Nowlan. His proposal is Gil Kane. (Per Sandell). Mike Burkey, the owner of the original art to the cover, accredits the artwork to Gil Kane (layouts) and Mike Sekowsky (pencils) and Bob Oksner (inks) on his romitaman.com website, 3/14/2007. Nick Caputo suspects the cover is both pencilled and inked by Oksner, with possible layouts provided by editor Joe Orlando. Nick notes that Kane was very busy at Marvel on their covers in this period, as well as drawing interior stories. Kane did very little work (if any) for DC in this period.
