The idea boiled down to a first-copy on the cheap, in order to entice retailers to try new titles or new publishers. Participating publishers would allocate a single copy per retail account at near cost. This was unlikely to ever manifest, but it's interesting to see this kind of goal achieved in a roundabout way by the Free Comic Book Day initiative more than a decade later.
