Synopsis
Nathan Heywood wakes up to find that Reichsmark's molten metal has become a part of him, even regenerating his leg. To contain his new strength, the JSA designs a suit for him that looks like his grandfather's Steel outfit. Meanwhile, Superman visits his old friend Starman to try to find out the purpose for the Legion of Super-Heroes’ recent visit, and why Thom stayed behind. Back in NYC, Power Girl takes Nathan on a mission to free college students being help hostage. After the mission, Power Girl christens him Citizen Steel and Nathan reunites with the young survivors of his family picnic.

Starman mentions XS, a Legion character who belongs to a different version of the Legion from his own, and who is part of Barry Allen's family. He also mentions "The Legion of Three Worlds" and implies that during that case he met two other versions of himself.
