Per John McDonagh via the GCD Error list (December 22, 2006), "Robin tells Superman that Willis Darrow from New Teen Titans#16 was one of his old foes. Synopsis:
The Atom defuses an atomic bomb, but the bombers recognize Ray Palmer and blackmail him into letting them go. Atom tracks them and learns more about their leader, and then stops the thugs from using the bomb. But in the fight, both thugs mysteriously die. Is the Atom to blame?
