This 'Merlin' was revealed to be an imposter in Avengers Annual #22. In most of his appearances he calls himself 'Maha Yogi'. He has been said to be a mutant, but this is also false.

Synopsis
Animal Man has discredited a mind-controlled Johnny Future by forcing him to rob a London bank. Police officers move in to arrest him, but Animal Man summons a flock of birds to attack them. Johnny enters a waiting car and is driven to Animal Man's home where he is caged until Animal Man has further use for him.
