Synopsis
An international terrorist named the Freelancer holds New York City hostage for $10,000,000 or he will ram the ferry he's on into a docked nuclear submarine, blowing up the city. Only the Web -- who's on board the ferry in his civilian identity -- and the Jaguar have any hopes of stopping the madman.

The Web's wife revealed as the Jaguar's sister in this issue. A mysterious killer hinted at in this issue was to be revealed in the Fly #10, but that issue was never published.
