Similar art to the credited pencil work on Manhunter stories in Police Comics #37-#59 by Peter Riss. He is only credited on inking this feature, but that can be a typing error for pencils in Jerry Bails' Who's Who. The inking does not match his signed story in My Romantic Adventures #56. Notice hovering figure getting a punch on the jaw, similar to at least 12 Manhunter stories.
Bob Hughes agrees on Riss pencils.

This is similar art to the many Manhunter stories in Police Comics credited to Peter Riss on pencils. Notice the flying man getting a punch on the jaw, which can also be found in at least 12 Manhunter stories.
Pencil credit revised from Pete Riss ? to Citron by Craig Delich 2013-5-9, per Bob Hughes.
