Dick Giordano in an email to the indexer has confirmed that he inked this cover, and suspects that he pencilled it based on a layout from Carmine Infantino. However, it also seems to have a Curt Swan look; particularly Captain Cold.

Synopsis
Police scientist Barry Allen is working late in his lab one stormy night when a freak lightning bolt strikes a rack of chemicals, bathing him in them. Shaken but otherwise apparently unharmed, he quickly discovers that he can run fast and react faster than the eye can see. Taking inspiration from a comic book starring the Golden Age Flash, Barry decides to use his powers to help humanity, and becomes the new Flash.

Art credits as listed in The Comic Reader #191 (definitely Heck pencils). This story follows closely the events as described in Flash's first appearance in the first story in Showcase (DC, 1956 series) #4.
