Inker revision from Al Avison to Al Avison? The Who's Who lists Avison as Captain America artist (pencils and inks) in 1944 and inker only in 1947-48. This issue credits the pencils to Unknown with Tom Tomasch with inks by Allen Bellman. Atlas Tales Website credits the pencils as unknown with the inks to possibly being by George Klein.
