This is Greene, who is credited on various features for Quality Comics by Jerry Bails' Who's Who.
Rather small heads with rounded features and chin, and the way people stand as hinged at the hip, like on page 4. Barrel torsos with arms and legs stuck to it, and the very typical female with wide chest and narrow waist as on last page. Also the mother running with arm outstretched at top of page one is a Green speciality. Compare with his many stories in Mystery in Space where all this is carried even further.
Hargis has different angular features with smaller chin often viewed from below or above. Compare with his signed story in #108.
