Synopsis
Nocturna, Catwoman, and Night-Slayer all return in this issue as members of Black Mask's False Face Society are being killed off one-by-one. Acting Mayor Skowcroft blames Catwoman for the murders as Robin and Bullock learn that Nocturna has moved into the observatory.
