Synopsis
The New Warriors take on four super baddies. Nitro explodes, killing 600 people and wrecking part of the city. The government responds by proposing a bill that would require all "superheroes" to register and work for Uncle Sam. The Human Torch is beaten outside of a nightclub. The heroes gather to discuss the new bill and there is a definite split between them. Cap meets with Director Hill of SHIELD and finds himself in conflict with the spy organization. Iron Man tells the president to go ahead and pass the registration bill and he will take care of the dissenters. The Civil War has begun.
