Bill Higgins was the third person to call themselves "The Shield". Son of Joe Higgins (the original Shield) and Betty Warren-Higgins. Twin brother of Joe Higgins, Jr. (the fourth Shield).
Notes:

The third Shield first appeared in Adventures of the Fly (Archie, 1960 series) #31 (May 1965).

It was originally intended for the Golden Age Shield to have one son, but the writers used both "Bill" and "Joe" to refer to this character. To explain the discrepancy, it was later established that they were identical twins who both used the same costumed identity. Bill retired from crimefighting. Joe Jr. is still active as The Shield.
