Ulthoon is a wind elemental from the planet Xalthor. He has been known as the Tornado Tyrant and the Tornado Champion. Ulthoon inhabited the body of the android known as the Red Tornado, bringing the machine to life.
Notes:

Ulthoon first appeared as the Tornado Tyrant in Mystery in Space (DC, 1951 series) #61 (August 1960). He renamed himself the Tornado Champion in Justice League of America (DC, 1960 series) #17 (February 1963). He was revealed to be the source of life in the Red Tornado in Justice League of America (DC, 1960 series) #193 (August 1981).
