Biography: Bails states he held a B.S. (Bachelor of Science) in Art Education.

His father was Jarvis Rockwell, the toy designer.

He was assistant to Dan Barry.

Starting in late 1952 he was Milton Caniff's ghost artist for Steve Canyon, providing uncredited pencils until Caniff's death in 1988.
