Detective Finnegan appears occasionally throughout the first year of The Spirit Section's publication. Finnegan is always depicted wearing a derby and smoking a cigar, he never speaks. Often to be found in Dolan's office reading Detective magazines. Identified in this first appearance as an inspector.
