Saltarella agrees it isn't Russ Heath but sees a number of artists including Angelo Torres on the top of pg 3, bottom left of pg 4 and maybe on some of the splash. He also sees Al Hartley doing pencils and breakdowns and John Tartaglione on inks.

A note on the splash page mentions the Black Rider debuting in his own title.
