Coloring was not by Jack Adler; Adler states that the work was done by DC staff. My source is the Court record and decision, which includes affidavits from Siegel, Shuster, and Adler."
Superman/Batman #41 identifies bystander on cover as Rick Radomski of Radomski Hardware. Though this takes place during a dream sequence, the name could be considered canon.

This cover is from the opening Shuster panel in the Superman story in Action Comics (DC, 1938 series) #10 (March 1939). Per Comic Book Marketplace (Gary Carter, 1990 series) # ?, Leo O'Mealia's son Leo Jr. uncovered evidence of his father's work on this cover from his records.
Per Alter Ego (Twomorrows, 1999 series) #27 (August, 2003), Ken Gale and Rich Morrissey interview Vin Sullivan who remembered O'Mealia. Rich then states that O'Mealia photostatted and cut out the Shuster work from the first panel from Action #10 for the cover and drew the ornate detailing surrounding it. Sullivan did not seem to recall the events of the cover.
Joe Shuster did the Superman figure and buildings originally and Leo O'Mealia did a photostat retracing and/or retouching of the figure and building backgrounds, and added the ornate detail (updated 14 October 2015).

1. Bob Kane (Verified by Schwartz to Craig Delich at Kansas City Comic Book convention in 1992. Craig showed the cover and story to Schwartz, along with tons of other art credited to Schwartz, and Lew went through each one and verified what he did and what Kane did. Lew specifically stated, that, on MOST of the Batman stories, he was told by Kane to very lightly sketch in or pencil the Batman and Robin figures, then send the art to Kane for finishing off before being submitted to the inker. For this particular cover and story, Schwartz categorically stated that he had NOTHING to do with this cover or the accompanying story. Added by Craig Delich 2014-3-20).
2. Lew Sayre Schwartz (stated by Les Daniels in the book "Sixty Years of the World's Favorite Comic Book Heroes"). Lew Sayre Schwartz himself denies pencilling this so this tips the scale towards Kane pencils.

DC Comics: Sixty Years of The World's Favorite Comic Book Heroes by Les Daniels in 1995 indicates this cover is by Jerry Robinson. The two reprint sources indicate Fred Ray. Thanks to Arnie Grieves for pointing this out. Note from Craig Delich: Jack Burnley verified Ray as the artist on this cover when he visited him personally in 1989.
Fred Ray sent a listing of all of his comic book credits to Jack Burnley in 2003, and part of the list was published in Alter-Ego #25 for June of 2003. In it, Ray states his on-going feud with Robinson, who was claiming to do work that Ray actually did. These credits by Ray verify that Ray did the full art for this cover as indicated. Ray, like Jack Burnley, tore all the covers off the comics that he did the covers to, and he sent scans of these covers to Burnley and Roy Thomas to verify his claim.
