Synopsis
Aquaman returns to Atlantis and deals with administrative matters while trying to determine who sank the USS Pontchartrain and left evidence pointing to Atlantean forces being responsible. Black Manta assumes control of N.E.M.O., who secretly were behind the sinking, and unleashes a new menace on Atlantis.

Synopsis
While Mera learns of Atlantean ways from Mother Cetea and the Widowhood to prove her worthiness to marry Arthur, an unstoppable monster unleashed by Black Manta and N.E.M.O. tears through Atlantis, and Aquaman, the Drift, and the Atlantean armed forces attempt to stop it. The mysterious monster is revealed to be the Shaggy Man, an old Justice League enemy who can adapt to any attack used against him.

Synopsis
With the Atlantean forces unable to stop him, the Shaggy Man's path of destruction takes him to Amnesty Bay. After his recent conflict with Superman (in issue #6), Aquaman does not feel that he can call on the Justice League for help, leaving him to face the indestructible monster on his own.

Synopsis
The Widowhood's Seer has a prophecy of a Fatal Queen who will trigger the Deluge which will end both Atlantis and the surface world. Believing the Fatal Queen to be Mera, the Widowhood refuses to sanction her marriage to Arthur to prevent the Deluge. Mera starts to be wonder if she should not marry Arthur for the same reasons. Mera then responds to a message from Lt. Joanna Stubbs, who reveals to her that N.E.M.O. is behind the attempts to provoke war between Atlantis and the US. Their meeting is interrupted by Broadside, a N.E.M.O. agent who wants to kill them both.

Aquaman does not appear in this story except for the prophecy vision of the future where he dies.

The Deluge is a prophecy of a cataclysmic flood that will destroy both the Surface World and Atlantis. The Atlantean rebel group named "The Deluge" named themselves after this prophecy believing that only the surface world will be destroyed by the flood. The prophecy is said to be triggered by a "Fatal Queen" of Xebel blood after the death of the king. The Widowhood believes that Mera is destined to be this Fatal Queen.

Synopsis
Learning that Arthur has been hospitalized following his battle with Shaggy Man, Mera and Joanna arrive at the Amnesty Bay hospital, where a crowd of supporters have gathered. Arthur's heroic actions against Shaggy Man have swung popular opinion back in his favor, he is now considered a hero again instead of suspected of being a terrorist. Arthur learns of N.E.M.O. and their attempts to discredit Atlantis from Joanna. Black Manta decides to up his game and orders N.E.M.O. forces to attack American cities posing as Atlanteans in order to bring about a war between Atlantis and the USA.

Synopsis
N.E.M.O. forces, posing as Atlanteans, have attacked several American cities along the East Coast, with casualties in the thousands. In retaliation, President Obama declares war against Atlantis, and US forces begin to attack Atlantean targets. As Aquaman continues to try to find evidence to show that N.E.M.O. are the true perpetrators, the US plans to send the Aqua-Marines special task force on a covert mission to sneak into Atlantis to assassinate Aquaman. Things come to a head in Atlantis when the Justice League arrives to confront Arthur about the attacks on US cities.

Indexer Notes

The Aquamarines are a US special ops task force of genetically enhanced agents who have hardened skin, enhanced skeletons, enhanced musculature, and can breathe underwater. They were specifically modified in anticipation of using against Atlantis in the event that such action was deemed necessary.

The Agent Copeland depicted here is the dark-haired Copeland that appeared in issue #4, not the blond agent also identified as Copeland in that same issue, or the African American who was identified as Copeland in issue #3.

Synopsis
Aquaman convinces the Justice League that Atlantis is being framed by N.E.M.O. for the attacks on the US, and asks the League to go to the White House to ask the US for a cease-fire against Atlantis. Commander Stubbs, commanding a N.E.M.O. ship disguised as a US ship, leads an attack on Atlantis. Aquaman fights the N.E.M.O. ship but fails to capture any crew members alive to confess to N.E.M.O.'s involvement. Without proof of a third party behind the attacks, the US rejects the cease-fire option and orders the Aqua-Marines to Atlantis on a mission to assassinate Aquaman.

Synopsis
The Aquamarines infiltrate Atlantis on their mission to assassinate Aquaman. Arthur, with the help of Mera and Jurok Byss, is able to capture them, but High Lord Zeekil Neol and Elder Koah are killed in the attack and Seneschal Kae is critically injured. Sentiment among the Atlanteans is to retaliate against the US. Aquaman addresses his subjects and says he will make one last attempt to avoid war, but if he fails he will accept that war is inevitable and will step down as king of Atlantis. Aquaman then tracks a N.E.M.O. signal to their base and discovers that they are led by Black Manta.

Synopsis
Aquaman, having tracked down the N.E.M.O. base, battles Black Manta. Fearing a defeat that would expose N.E.M.O.'s secrets, Black Manta triggers a self-destruct of the base, seemingly killing all N.E.M.O. agents aboard, including himself.
