Synopsis
Revealing to the public that he is alive, Ollie is arrested and charged with the murder of his secretary. In the aftermath of the recent destruction, Mayor Domini re-names Seattle as Star City, a city that is privately financed by Queen Industries and Cyrus Broderick. The city caters to the wealthy while the poor are evicted from their homes. Ollie joins Black Canary to battle the Underground Men who are abducting the newly homeless, while Henry learns of the Ninth Circle's master plan. Ollie leaves Star City to pursue a plan to victory, and the leader of the Ninth Circle is revealed.

Indexer Notes

Ollie had publicly been presumed dead since issue #2. In that same issue Ollie was framed by Cyrus Broderick for the murder of his secretary Wendy, and Ollie decided to stay dead in the eyes of the public while working to bring down Broderick.
