- Synopsis
- While investigating the disappearance of several celebrities, Batman encounters a couple of misfits with deformities. Dick Grayson visits Gotham with his girlfriend Lori, who is in town to try to help her ex-boyfriend. The Huntress arrives from Earth-Two looking for advice on crime-fighting, Batman takes her to meet former Batwoman Kathy Kane to compare notes. Kathy is currently working at an amusement park where the freaks Batman previously encountered live, while Dick tracks Lori who has also gone to the same park to meet her ex. There is a sinister connection behind these events.

- Batman investigates two mysteries: he must track down the Death's Head Group who has been setting off bombs through out Gotham, and investigate 6 businessmen have gambled their fortunes away. He learns that all the businessmen had visited the Gotham Isle casino, so he investigates as Bruce Wayne. But Bruce is affected by the device that caused the other businessmen to gamble recklessly, which acting recklessly puts Batman in danger when he goes after the bombers.

- Synopsis
- Superman and Robin are wondering where Batman is when Ed Wiley, wearing a shirt covered in TNT and standing on the top of Metropolis Bridge, announces he has captured Batman and demands ten million dollars ransom. After Wiley blows himself up, partially catching Robin in the blast, it is up to Superman to interpret Wiley's last words and find Batman, but the escape artist has already freed himself from being buried alive.

- Scarecrow has developed a new fear pheromone that makes anyone near Batman deathly afraid of him. Unable to work openly because of the fear he causes in others, he calls in Robin and Batgirl to track down Scarecrow.

In this issue, it is announced he is running for mayor against current mayor Hamilton Hill with a promise to get rid of Batman whom he blames for the rise of violence in the city.
