I was unable to locate the accreditation "Lester Raye" in this story, but the other Eagle stories in this issue are signed as Lester Raye so the assumption can be made that this particular story is also scripted by Louis Cazeneuve.
A number of sources state that Lester Raye is a pseudonym for Louis Cazeneuve.

The AC reprint credits Louis Cazeneuve as penciler and Art Cazeneuve as inker. Elsa Lesau/Lisau are pseudonyms of the Cazeneuve Brothers (Louis and Arturo). The pseudonym is spelt Lesau in issue #2 and spelt Lisau in this and issue #4. It is probable that Louis scripted and Arturo inked this story.
The last half of page 8 is an illustrated advertisement for The Gladiator, great new hero appearing in Fantastic Comics. On sale August 8th. Illustration penciled by Pierce Rice.
A previous editor stated that Sam Citron is credited as pencilling this, but I was unable to locate an accreditation in the scanned copy I viewed.
