Capt. Tommy Tomorrow and Capt. Lon Vurian meet with Gur Doyka, Chief Minister of the Federation of Planets. The Federation has recently made first contact with a distant solar system, and offered them a non-aggression treaty. The aliens proved suspicious and hesitated signing the pact. Their mission is a final attempt at an agreement to avoid war. Their first stop is Roukar, smallest planet in that solar system. Unfortunately, the planet's boy king, Lorgi, stows away when they depart Roukar for the capital planet, and the ambitious prime minister accuses them of kidnapping.
