Synopsis
The Ocean Lords are using alien sea waters to flood the Earth, and anyone who comes into contact with their water transforms into monsters. Batman is trapped in a submerged Hall of Justice, while Superman, the Flash, and other heroes rescue people from the rising waters. With Aquaman missing and all other Atlanteans transformed, Mera turns to Orm for help. Meanwhile Aquaman, who is a prisoner of the Ocean Lords, learns that Black Manta is working with them, and that Mera is in danger from the Ocean Lords' attack.
