- Prisoner #234026 reads a newspaper article about Batman and decides to set himself up as the "anti-Batman," hiring himself out to Gotham City's criminals to help them elude capture by Police. When released, he establishes a false identity as millionaire philanthropist and becomes friends with Bruce Wayne. He then promotes himself to Gotham's criminals as Killer Moth, and rescues some criminals from the Police, using his Mothmobile to defeat and capture Batman and Robin. The duo escape and lead Killer Moth to a climactic battle on Gotham Bridge in which he is defeated.

- Killer Moth returns after his previous escape from Batman, using his influence as Cameron Van Cleer on the museum board of directors to import a moth collection from South America, so he can steal it and therefore revive Killer Moth's shattered image. He tries twice, but is thwarted. He then becomes suspicious of Bruce Wayne being Batman, but the Dark Knight is able to convince him otherwise. At the same time, Killer Moth makes a slip revealing his own identity, allowing for Batman to finally unearth his millionaire alias and have him arrested at his home.

- Released from prison, the Penguin pledges to go straight and set up a bird refuge, but Batman doesn't believe him. Batman and Robin follow the Penguin and stop him as he goes to a bank, a jewel importer, a metal refinery, a night club, and a curio shop, but in all cases it turns out Penguin is there not to rob, but to return items previously stolen by him. However, Batman soon discovers that the items returned are key to the Penguin's latest scheme.

- There are only seven people in Gotham who are insured for $1,000,000. Artist Jan Marki believes he should also be insured for $1,000,000, but the insurance company turns him down, believing his talent is not worth that much. Marki intends to prove himself, but instead injures his hands so he can no longer paint. Marki then seeks revenge on the insurance company by trapping the other $1,000,000 insurees, including Bruce Wayne, in a booby-trapped mansion. Batman then utilizes the skills of the stars to overcome the booby-traps to escape and capture Marki.

- With his Van Cleer alias lost to him, Killer Moth decides to steal the identity of Bruce Wayne (whom he imprisons in a vault), then hires a plastic surgeon to alter his face into an exact double of Wayne's, and fools Dick Grayson into believing he is Wayne and Dick doesn't realize at first. The Moth goes out as Batman, enhancing his criminal reputation by making it appear that Batman fears the Moth. Wayne escapes in time to see Killer Moth shot down by one of his own gang, thinking he's been double-crossed. Moth's face is wrecked by the bullets, and the resultant cranial injury causes amnesia.
