When a US Recovery team discovers Murk and his fellow Atlanteans at the wreckage, a confrontation ensues. Meanwhile, Black Jack continues to try to get Black Manta to join N.E.M.O., whose goal is global domination through control of the seas.

Indexer Notes

On page 2, there are two federal agents with Aquaman, both Caucasian, one with dark hair, the other with blond hair. Aquaman addresses the dark-haired agent as Agent Copeland. On page 15, only the blond agent is present, and Aquaman addresses him as Agent Copeland. To further convolute the matter, in issue #3 Agent Copeland was shown to be an African American with different facial features!

N.E.M.O. is revealed to stand for Nautical Enforcement of Macrocosmic Order.
