"Nocturna, Mistress of Midnight" is clearly a tribute to TV horror film host Elvira, Mistress of the Dark.
Although this could only be coincidence, given this story is a 2013 reprint, but the character of Nocturna (sans fright wig) rather resembles a "Scooby-Doo style" pencil and ink version of Jodie Whittaker, who assumed the role of The Doctor for Doctor Who 2017.
Reprint information is inaccurately described in the indicia as originating with "Scooby-Doo 38" (which would be from the 1997 series, and cover-dated September 2000), when it is actually reprinted from Scooby-Doo Where Are You?
