Synopsis
Oracle and the Bat-family investigate a new drug being distributed in Gotham that they believe is connected to Arkham Tower. Dr. Wear is confronted by both the Party Crashers and Penguin, each of whom were sold bad drugs by Wear. Dr. Wear calls on Psycho-Pirate to help him convince Mayor Nakano to sign over additional funds to Arkham Tower, but when Psycho-Pirate loses control of the patients, they revert to their psychotic selves.

Synopsis
