The cover appears to be a mix of artists with no definite consensus among GCD art-spotters. DC credits the cover to Neal Adams (pencils) and Murphy Anderson (inks) in Jimmy Olsen: Adventures by Jack Kirby (DC, 2003 series) #2 and Jack Kirby's Fourth World Omnibus (DC, 2007 series) #3. However, the checklist at nealadams.com specifically denies that credit. Carmine Infantino may have laid out the cover as he did many in this period.
Nick Caputo sees evidence of Neal Adams pencils on backgrounds and figures, with another hand. perhaps Giordano, drawing the flying figures, images swiped from page 16, panel 1 of the interior story. Nick believes the remainder of the cover is by Anderson. Previous indexers credited Bob Oksner, Carmine Infantino and Jack Kirby with possible pencils.
