Inspired by a billboard for a circus, Hot Stuff scares the stripes off a zebra and tries to do rope tricks, but gets tangled up, much to the amusement of the now-stripeless zebra.
Stumbo's laughter over a joke book is a bother, but when he gets a sad book, his tears make a new river. Finally, he is encouraged to try new fish recipes, which stink up the town.
Stumbo tries counting sheep and reading to get to sleep. The people of Tinytown decide to give him some warm milk, but by the time they milk the cows and heat the milk, he's asleep. They drink the milk themselves, but can't sleep for Stumbo's snoring.
Stumbo says "yoo hoo" to Officer O'Floodle from 5 miles away, much to the alarm of everyone in between. This is really an outstanding bit of graphic storytelling, integrating the "yoo hoo" as giant letters running through the middle ground of the illustrations.
Charlie Crow teaches Petey Pelican to steal all the bird seed, but when Petey realizes he is learning to be a thief, he eats it all and leaves Charlie with nothing.
Oscarito is a subway train, wishing to be a luxury railway train. He's glad that his great-grandfather Old Oscar didn't box his ears for wishing this. I think this could only be a text piece because who could draw subway trains with ears?
Stumbo goes on a picnic, but Tinytown is threatened by locusts. Officer O'Floodle races to the picnic to get Stumbo back. Stumbo returns with food in his pockets, which satisfies the locusts, but leaves Stumbo to use a cloud to cover himself.

Synopsis
Cecil has to fight the incredibly large Powerhouse Pete. He's losing, but when someone mentions that Powerhouse Pete is really a mountain lion, Cecil defeats him anyway.
Willy wants to look brave for Lily. Stumbo does several things to help Willy look heroic, but Lily misses seeing them. Finally, Willy impresses her without Stumbo's help, although it is revealed that Stumbo was behind even the final situation.
