Per Tom Palmer text to Frank Lovece on July 13, 2020: "The TOD cover: Those are my inks,(recognize the line) and pretty sure that was pencilled by Gil Kane, recognize certain things that Gil did, so that is a Gil Kane pencilled/Tom Palmer inked TOD cover. Gil sometimes did fast pencilling which retains his anatomy and compositions but the inks over him to finish the art can differ from what he might have done. Gil was the grandmaster with tight compositions like that cover. Tom P."
