This is an early version of Al Zere's "The Joy Family," which appeared in a number of Fox titles in 1944-46: although the characters have different first names and slightly different appearances, it's the same sort of "family situation comedy" strip. Al Zere had contributed to the previous issue of All-New Short Story Comics with a "Flossie" strip (under the name Jourdain) and this story is his style. [He also had a strip in All-New #5.]
Byline credited to "Bates" but this is clearly Zere's work.
