Indicia reads STRANGES TALES featuring WARLOCK.

This cover shows approval of the "Cosmic" Code Authority instead of the usual "Comics" Code Authority. Jim Shooter (on his blog) believed it to have been the work of Jim Starlin. Shooter believed Starlin got the cover stat just before shipping to the printer and changed the Comics Code Authority seal so it read "Cosmic" Code Authority.
Per Tom Orzechowski, the change in the Code name was his idea and that he, as the letterer of the cover, did the revision (per note to the GCD, 18 December 2017).
No one at Marvel or the Comics Code noticed the change.
