Synopsis
Mad Doctor Doom creates a machine that can control tornadoes, and uses it to destroy Riverdale's newly-completed Dibbledock Towers. He begins to blackmail wealthy businessmen, and uses the remote-controlled tornadoes to collect the ransom money. The police don't believe Little Archie's insistence that the "harmless nut" Mad Doctor Doom is behind this reign of terror. So it's once again up to that "meddlesome brat" to foil Doom's plans himself, using two things: the gold bars Doom has collected as ransom, and Chester's huge supply of "Icky Slicky" hair oil.
