This comic was originally supposed to be "Leroy" (as a house ad in Headline Comics v5 n2 indicates).

However, probably because Standard (aka Pines, Nedor, Better) published another Archie-clone comic titled "Leroy" at almost exactly the same time (November 1949 cover date), Prize changed the name of the main character.
