Synopsis
A secret meeting between President Franklin D. Roosevelt and British agent Smythe leads to the formation of the Justice Society of America, whose top secret mission is to stop the planned invasion of England by Hitler's Nazi Germany in November of 1940.

This story takes place on Earth-2, pre-Crisis.

This story contains several errors. 1. Hawkman is not shown wearing his original full-face mask, but the later version showing the lower half of his face. 2. Green Lantern is shown smashing a wooden gate with his power ring. 3. Also he wears his post-war tight fitting tunic, not the loose fitting one he wore at the time. 4. The Sandman is seen using sand to knock out criminals instead of a gas-gun.
