Peter Parker learns that Marshall was testing experimental drugs on runaway kids for the mob. On Ellis Island, where the mob was testing the experimental drugs, Cloak and Dagger tell Spider-Man that they were the only runaways to survive and the drugs somehow gave them powers. Cloak manages to kill the mob members involved with the experimentation.
