Synopsis
The JLA attempt to arrest General Tuzik -- a dictator and mass murderer -- but the wily General outmaneuvers them. Exiled from his country to China, Tuzik contacts others of his ilk to work together to create a superhuman weapon of mass destruction. Meanwhile, the JLA investigates a new, but familiar, form of microscopic mind control in a small town in Oregon.

Synopsis
As six commandos attempt to assassinate General Tuzik, The JLA quarantines the Flash in the Watchtower and the world fears that the JLA are now carriers of the Starro plague. Using the Key's technology, General Tuzik launches an attack against Santa Prisca that also draws the attention of the JLA. Meanwhile, Wonder Woman tries to help the Flash as the Starro microbe races through his system and General Tuzik finds a use for the commandos.

Synopsis
During the final battle against the Hypotheticals, the JLA take control of the Starro microbes and the Hypotheticals join them against General Tuzik. Tuzik plays his ace and transforms himself into a metahuman, complete with alien weaponry. But the potions he ingested were not meant for humans. As he kills Sybil, she frees the Hypotheticals to go on to their afterlife. The General dies and his son takes over for him, hoping to erase the memory of his father.
