As is explained in the Cross Talk column, this story was commissioned by Oberon (the Dutch Disney licensee) and would usually see print in Holland first. But Oberon gave Gladstone the rights to publish it first, since Oberon had a backlog of stories and wouldn't be publishing it for a while, and Gladstone was very interested in publishing Don Rosa stories.
