Synopsis
A subterranean explosion beneath the World's Fair grounds is being monitored by The Fantom, and he has discovered that it is a strange foam comprised of various natural acids that would eat people up. It's all he can do to rescue patrons at the Fair and those in various administrative positions throughout the city.
